Tom has lived and worked in Kelso all his life. Tom was first elected in 2007 and was voted in once more in 2017, topping the ballot with his colleague Simon Mountford. 

Tom is the leader of the Conservative group at Scottish Borders Council and also holds the position of Vice Convenor, as well as being the portfolio holder for Adult Social Care.
